The WSWHE BOCES Administrative Services Division supports a number of shared services for component school districts. Under the direction of Assistant Superintendent Terry Blanchfield, this division performs management functions essential to the operation of the BOCES and provides services to increase the effectiveness and operational cost efficiency of local school districts. They include: Business and Finance; Insurance; Human Resources Services; Substitute Teacher Registry and Certification; Labor Relations and Negotiation Services plus other Direct Services to School Districts.

Business and Finance:

The office of the Assistant Superintendent for Administrative Services coordinates, supervises and provides leadership on financial planning and budgeting.

Insurance:

The Assistant Superintendent for Administrative Services coordinates employee fringe benefits and serves as Chairman for the Health Insurance Consortium and Southern Adirondack Public Schools Workers' Compensation Plan.

The Health Insurance Consortium includes 28 local school districts plus the BOCES and covers 7,800 + families.

The Southern Adirondack Public Schools Workers' Compensation Plan is a self-insured fund comprised of 29 districts plus the BOCES, covering approximately 10,000 staff members.

Assistant Superintendent for Administrative Services General Responsibilities             
•Assist the District Superintendent with general management of the BOCES 
•Supervises/Coordinates business operations to include purchasing, accounts payable, payroll, benefits, school billing, general ledger, and treasurer functions through Business  Office Supervisor, Roseanne Henley..            
•Coordinates personnel functions with Director of Human Resources, Donna Wisenburn 
•Supervise Operation and Maintenance through Director of Facilities, Peter Riggi 
•Supervises Transportation Coordinator, Lance Freiberger and Safety/Risk Management Specialist, Mark E. Sullivan                                                                                  
•Works closely with Assistant Superintendent of Instructional & School Support Services providing support for all educational programs and services                                           
•Clerk of the Board of Education                                                                                
•Coordinate Capital Improvements and Rental of Facilities                                 
•Liaison with State Education Department for CO-SER applications, financial reporting and regulatory issues                                                                                                      
•Administer, prepare legal contracts, and lease agreements                                                               
•Consults with component school district administrators on variety of management, fiscal and operational problems or concerns.
