Services to School Districts
BOCES Administrative
Services provide a number of services to increase the
effectiveness and operational cost efficiency of local
school districts.

Bus
Driver Testing
This
service enables districts to meet requirements mandated by
both the Department of Motor Vehicles and the State
Education Department. It provides all on-road testing and
requirements under Article 19-A, Department of Motor
Vehicles.
School
Transportation Safety
The School
Transportation Safety Program includes bus driver refresher
curriculum and child-oriented safety materials. Seminars are
available to the district-wide school population.

Driver Training
The 30-hour, New
Driver Basic Training Course meets the requirements of the
State Education Department and is offered annually to
first-year bus drivers.

Driver Physical Performance Testing
The physical
performance test for school bus drivers is required for all
drivers hired after September 1, 1997. The test is required
to be taken before a bus driver can transport students. In
addition, all drivers must pass a physical performance test
every two (2) years under amended Commissioner's Regulation
156. The BOCES service provides the testing for
participating school districts.

the Bus School Bus Safety Program
The goal of this
program is to teach students concepts and skills for school
transportation and to encourage children to go beyond those
skills to a personal commitment to three basic values that
promote life and the quality of life on the bus: safety,
order and the rights of others.
Pupil
Transportation
This service arranges
transportation for those students whose educational program
requires travel outside the “normal” district
transportation system, for example, transportation of
students to private, private-residential and state-supported
residential schools.
Cooperative
Bidding
This service
consolidates purchasing by component school districts
thereby realizing significant cost savings through large
quantity buying. Users develop their own specifications.
Examples of bid items include: bread, paper products, canned
goods, ice cream, etc.

Recruiting Service
The cooperative recruiting service will coordinate
advertising, the collection of applications and resumes plus
store files of prospective candidates for future use. Online
applications will be accepted by the BOCES website in the
near future.
Substitute
Teacher Registry
This service enables school districts to utilize a central
area for obtaining substitute teachers. Detailed records are
maintained (e.g., certification) for assisting districts in
filling both short and long-term openings. Data is also
maintained relative to each reported absence for statistical
purposes.
Fingerprinting
This service will
fingerprint new staff for school districts. The fingerprint
packet will be forwarded to SED for the DCJS and FBI to run
a background check on prospective employees.

Terminals
A Guidance Information
Service is also available for helping pupils interact
on-line to determine their college and vocational
preferences.
Risk
Management Assistance
This service is
offered to participating districts relative to various
health and safety regulations. Emergency preparedness,
asbestos, health and safety, OSHA requirements, radon, lead,
etc., are examples of assistance available.
State
Aid Planning
A comprehensive
review of existing State Aid components and proposals is
available to districts. This service provides individualized
data on any portion of the formulas and is a resource for
claiming actual aid due as well as budgeting for the future.

Contracts
Additional services
can be arranged through cross contacts with other BOCES
(e.g., policy updates, energy management).
