Consultation
The Labor Relations Service provides component school
districts with ongoing assistance. Whether it’s
issues with long term impact, or day-to-day questions, Labor
Relations and Negotiation Services can assist your school
district in the following areas.
The Service can
assist with contract administration, progressive discipline,
handling of grievances as requested.
Grievance
Arbitration
The Labor Relations Service can
assist districts in grievance arbitration, improper practice charges or
other PERB hearings. One arbitration per year is provided
under the base service.
Monthly
Labor Relations Report
This is a timely compilation of current public sector
relations information that has an impact on your school
district.
Research
and Publication
The Labor Relations Service can provide current information
on: area fringe benefits; local, state and federal economic
data; contract and benefit analyses for teaching,
nonteaching, administrative, and retired personnel. Also,
information including cost-of-living data is provided, as
well as covering PERB, and state and federal government data
pertaining to labor relations.

For administrators and school board members, this service
covers all areas of school labor relations.
Negotiation
Services
Negotiations
Negotiation Services are available to negotiate
instructional and non-instructional contracts. This service
helps districts manage the many intricacies of negotiations,
alleviating as much stress as possible. Negotiating a
contract involves the following steps.
1.
Preparation
Includes counseling the school board and chief school
officer in responding to union demands with appropriate and
economically significant management proposals and counter
proposals.
2.
Evaluation
Present contracts are reviewed, and interviews and analyses
with districts identify the contract’s strengths,
weaknesses and significant opportunities for improvement
during subsequent collective bargaining.
3.
Negotiating and Contract Drafting
The Negotiation Service will represent the school district
at the negotiating table, within guidelines, and in the
event of an impasse, the service will represent the school
board in all steps of mediation and fact-finding process
with PERB. This facet of the service also includes
representation for the school board during any related work
action by the union. If requested, services may be provided
for both teacher, non-teacher, and administrative contracts.
The Negotiation Service will reduce the negotiated
agreements to clear, concise and implementable language.
4. Agreement,
Implementation, and Administration
The Negotiation Service will review the contract with
administrative team members in order to communicate meaning,
intent, and application of the agreement. We will also
advise and assist chief school officers and boards in
presenting and processing grievances during the life of the
contract.
