Bilingual Special Education Resource Center

Bilingual Special Education is the provision of appropriate services to students with limited English proficiency under PART 154 regulations, as well as the provision of appropriate special education services under the PART 200 regulations for those students that need them. In other words, it means providing the student with all of the appropriate services warranted, both for language needs and educational needs. As stated in the Guidelines for Services to Students with Limited English Proficiency and Special Education Needs in New York State, published by The University of the State of New York/State Education Department, 1981: "the major goal of bilingual special education is 'to help each individual student achieve a maximum potential for learning. Above all, the program is concerned with the child's cognitive and affective development...where language and culture are used as an appropriate means rather than as ends in themselves." (Baca & Cervantes, 1984)
